Improve comments

• Manage pagination
• Cannot open dropdown after edition
• Owner answer not indicated
• The current owner can ask for comment suppression with a jusitification
• Admin can remove all comments with a justification (from a select) (show or not instead of comment)
  • Highlight owner response (in bold)
